Yes, but only long enough to elect a chair pro tem who would then preside over the rest of the meeting, including the election of officers. Of course, the bylaws may empower the Board to fill those vacancies instead of needing to hold an election. Those darn bylaws.

...And keep in mind that unless the bylaws say otherwise previous notice is required before the vacancies can be filled. In other words you can't fill the vacancy right after the resignations are accepted.

Wouldn't the chair pro tem be out of a job as soon as the President or VP are elected?

Point well taken, although those pesky bylaws may provide that officers assume their duties at the adjournment of the meeting at which their elected.
