The vice-president becomes president automatically when the presidency suddenly becomes unoccupied. But the vice-president has no special standing when the regular election for president. For that matter, Robert's Rules does not require officers to be members (although organizations' own rules usually do).

If the Office of President becomes vacant (for example, through resignation, removal from office, or death) the Vice President would become President. However, once somenoe has completed a term as President, and the position is up for election, any qualified person may be elected. Having served as a Vice President may help a candidate in being elected President, the current (or former) Vice President has no absolute right to be elected President.
