The Board may, by unanimous consent or majority vote, allow their attendance, and may even Suspend The Rules to allow them to make motions and speak in debate. They can never vote. The Board would have to take additional action to grant additional privileges, such as allowing the invitees to make motions at the meeting. Is floor motion then acceptable or does this require specific Board approval to do so? Or, is just recognition by the Cairperson enough to allow floor motion? or is it just flat out not allowed? .
