That requires a two-thirds vote without notice OR majority vote with notice OR majority vote of the entire membership (of the BOD in this case). Otherwise only any part that has not been completed can be rescinded. However, it might not be possible to stop what has not been completed. For example, if the motion was to build something the it is 50% completed, a motion to rescind the uncompleted half might not be practical.
