If so, is the non-member allowed to participate in discussions and/or vote?Attend: Only with permission of the committee (by unanimous consent or majority vote), unless the orgainzations's bylaws provide otherwise.Discussion: Again, only with permission of the committee. Reuires a majority vote if no motion is pending, or a two-thirds vote to debate a pending motion.Vote: Absoloutely not, not even with unanimous consent.
