There are circumstances under which a motion made prior to new business is not out of order. Got some specifics?

this motion was either made under reports of officers or good of the order, after an officer made a report on an upcoming vote to raise working dues

Motions that follow reports of officers (typically given right after approval of the minutes) are not uncommon and may not be necessarily be out of order, but your details are still sketchy. (RONR 11th Ed. p. 356 ll 5-15)

The Good of the Order section typically involves no business or motions. (RONR 11th Ed. p. 362 ll. 14-17)
