Chairman Vote

Generally a chairman may vote to either "make" or "break" a tie vote. Keep in mind that if a vote ends in a tie, the motion is lost.

This is misleading, since 1) it only relates to a majority vote; and 2) making or breaking a tie doesn't necessarily affect the outcome on a majority vote, e.g. a vote of 20-21 will not see its outcome changed by creating a tie, nor will a vote of 20-20 have its outcome affected by a negative vote that breaks the tie.

Also mentioning, there is no prohibition from the chair's particpation in a "secret ballot" vote, either.
