Is it proper to bring a motion to record all votes by name of member (for, against, abstained etc) and to bring a motion to record movers and seconders of all motions? This motion is controversial and speaks to a desire for greater accountability and transparency on the part of elected board members.

Members are generally free to make whatever motions they wish. Whether the assembly will adopt them or not is another question.

And what you're referring to is a roll-call vote. If the board doesn't choose a roll-call vote, the general membership could adopt a rule requiring it. But be careful what you wish for.

Under RONR, the name of the maker of a motion is already to be recorded in the minutes, so there's no need to add another rule to accomplish that. The name of the seconder is not recorded (under RONR), so there you would need a new rule, if you really think the name of the seconder needs to be in the minutes.

Who is making these hypothetical motions? Is the general membership trying to set rules for the board? Or is the board trying to set rules for itself?
