Board Member at an appointed Committee meeting

Can an additional board member, not invited or selected, attend a meeting of a committee that was selected by the President and that already has a Board member included as an observer

The committee is free to admit or exclude whichever non-members (of the committee) it wishes.

RONR doesn't cover "observers." An individual is a member of a committee or a nonmember of a committee. Only members have a RIGHT to attend. The committee decides if nonmembers are allowed to attend, unless a rule of the organization says otherwise.
