"reading" proposed bylaw amendments

A church's bylaws specify that proposed amendments to the church bylaws must be "read" to the congregation on the two Sundays immediately preceding the date of the regular or specially called business meeting in which the proposed amendment will be considered. The church provided each member with the written text of the proposed amendment on the two preceding Sundays. Is this sufficient? One member insists that the notice requirement was not satisfied since the proposed amendment was not literally "read" to the congregation.
