The By-laws of the organization may be state otherwise. Depending on the length of the absence, it might be more practical for the officer to resign in order to allow someone else to to do the work. However, that other person would not have any membership rights on the board (no automatic right to attend board meetings, and definitely no right to vote at those meetings). There are also non-parliamentary tasks that cannot just be temporarily handed to someone else (for example, the treasurer's authority to access bank accounts).So, what did you have in mind with 'substitute', and how long is the leave of absence?
