What is a "Steering Committee"?

I see nothing in the book about "Steering Committee." Is a "steering committee" by definition a standing committee? That is, is it by definition authorized to act for the society or by definition have business automatically referred to it?

They is who drives the car. ;)

RONR does not define a steering committee. It also does not characterize a standing committee as "by definition authorized to act for the society" or "by definition have business automatically referred to it."

Not necessarily. Some Steering Committees are like that, but I've also seen others which are appointed to handle some specific event, and thus are more in the nature of special committees.

That's not necessarily the definition of a steering committee. But if that's what the Steering Committee does, yes, it's a standing committee.

IMO, a steering committee is generally a standing committee that deals with long term or strategic planning of an organization.

I've seen them as special committees too. I think some organizations just like the term "Steering Committee." :)

This doesn't really answer your question (actually, it doesn't answer your question at all), but here is a quote from page 465 of RONR (11th ed.):

"Some state or

national organizations find it advisable to employ a parliamentarian

throughout the year to assist with any questions

that may arise in interpreting bylaws and rules, or in connection

with the work of the board and of officers or committees.

In such a case, the parliamentarian’s duties extend beyond

giving opinions to the presiding officer during meetings, and

may include assisting in the planning and steering of business

to be introduced."
