This committee sends around the agenda in advance, yet members always want to bring up issues in new business which were not on teh adopted aganda. And in a committee things are even simpler.If you do have and adopt an agenda, it can be amended by the motion "To Amend Something Previously Adopted", which requires a 2/3 vote or the majority of the entire membership - which shouldn't be much of a problem with a small (?) committee.
