If the President votes, who breaks a tie then?A motion that requires a majority vote is adopted only if there are more yes votes than no votes. All other results mean the motion was defeated. A tie vote (4 to 4 in your case) defeats the motion just as a vote of 3-5, 2-6, 1-7 or 0-8 does.
