If a non-proft organization uses RONR (per its Bylaws) and it holds an Annual Meeting but continues the meeting to another day (many hours went by and it got late in the evening), can new members who have joined since the initial start of the Annual Meeting (and before the continuation another day of the Annual Meeting) participate in the continuation of the Annual Meeting?

Yes as they are now members.

If someone at the continuation of the meeting were to challenge this and ask for the rules to be suspended for the members (not including the new members) to vote on allowing this, then this would be out of order?

Yes it would be out of order because you can't deprive a member of his right to vote unless some sort of disciplinary action has been imposed. However, for clarification of your original question is there something in your bylaws that dictates when someone who has been voted as a member actually becomes a member? In other words do the bylaws say that there is a time period between the vote on membership and when the person becomes a member?

The Bylaws clearly state and only state that a member becomes a member as soon as dues are paid. There are no other conditions, stipulations or limitations.

Well, then the new members can participate in the adjourned (what you call 'continued') meeting in exactly the same way that any other member can participate. Having been present at the first meeting is not a requirement (existing members who stayed at home that night have a right to attend the adjourned meeting). Having been a member at the time of the first meeting is not a requirement (a new member has a right to attend, just as does any other member).

Suspending the rules in order to allow participation by the new members makes no sense, since the rules already say they have a right to participate. Furthermore, conducting a vote on the (nonsensical) motion while excluding the new members is improper (as Chris H. already noted).
