minutes point of order & info

Is it optional for the secretary to record a Point of Order and Points of Information and the response to that motion in the minutes per Robert's Rules ? There is no standing rule or bylaw of the organization stating that these should not be recorded, but it appears that the secretary is

only recording motions if she hears it seconded and is treating these motions as discussions

that don't need to be recorded.

Under the rules of RONR, no, it is not optional. See RONR, 11th ed. p. 470, bullet point #10 for a definitive statement. Then, go to p. 251, l.28 - p. 252, l.17, for the reasoning why points of order, the ensuing ruling and appeals are included in the minutes. Finally, you might want to point out to the secretary that points of order are just as much a motion, even though they don't require a second, as any other motion.
