if a member submits new by law to bylaw committee do they have to bring it before body to be voted on

A motion to amend the bylaws will have to be made at a meeting of whichever body is authorized to amend the bylaws. There may be more than one "body" (though I assume you're referring to the general membership).

Depending on what your bylaws say, you may be able to bypass the bylaws committee or you may not. But you can't bypass the body that's authorized to actually amend the bylaws (not just make proposals).

Not unless your rules say it does. But even if it has to present the submitted proposal, it could do so with a recommendation that it not be adopted.
