You will have to look to your bylaws, or other rules, to see who, or what group, has that authority. Or if nobody has the authority to change it?If there is no provision in your bylaws for canceling (or re-scheduling) a meeting, it can't be done. The meeting can (and should) be held as scheduled. Who produces the notice and sets the actual date in that "first quarter?"Once a notice has gone out (presuming, as seems to be the case) from the unnamed but somehow authorized body (Board?) or person, it would then be too late to change the date -- people make plans and the like.
