The President, when presiding at a Board meeting at which there are about a dozen or fewer members in attendance can also make motions and vote. This is covered in the "small Board meeting" rules. See page 487 (RONR 11th Ed.) While presiding at larger meetings of a Board, or at membership meetings, the presiding officer (typically the President) maintains the appearance of impartiality and therefore does not make motions, and only votes when by ballot or when his vote may affect the result.
