Special Called Meeting - Agenda v. Motions

Just for clarification:

I serve on a 7 member Town Council with a non-voting Mayor.

Where there is a special called meeting of the Council, and all 7 members (+ Mayor) sign the Call Sheet which states the 2-item agenda, can motions be made that DO NOT pertain to the aganda items?

In need of clarification... we follow RONR current edition.

Usually applicable statutes control such meetings of public bodies. Those rules superscede RONR.

If all members are present, you do not have rights of absent members to protect. In that case I believe that, by a 2/3 vote, you can decide to consider those items assuming again that applicable statutes do not conflict.
