Anew set of by-laws was presented for 1st reading to our First Aid Squad. A member wanted to amend the by-laws with a by-law change. I was under the impression that the By-laws had to be voted on before a by-law change could be made.

That is exactly the time - when the bylaw amendments are being considered (debated) prior to the vote -- when changes (amendments to the amendments) should be proposed and voted on. If you wait until after the vote, you then have to proceed according to the amendment process that your bylaws (hopefully) contain, which could and should include a notice requirement which will likely delay consideration and vote to the next meeting on the changes.

However, you also mention "1st reading" which suggests your rules are customized to require several "readings" before the members prior to being able to vote on the new bylaws. That is not a procedure included in RONR, so now we're talking about customized rules of which the membership will need to determine the meaning, particularly as it may pertain to restrictions on amendments to the amendments and to voting.

Our union has a By-Law committee witch takes suggestions from the body for revisions to our By-Laws. They often change the scope and wording of the suggestion before presenting them to the body, would this be the time to make amendment's to reflect the original scope and meaning?

I hate to have to ask you this, but please post your question as a new topic in the General Forum. Even though your question seems related to this thread, it has only just begun and the original poster has yet to return and read any replies and make further comments.
