Has always been done this way. In the Boroughs, "Meeting Rules of Order it states that all citizens can speak at the meetings not to exceed 3 three minutes in length. residents or non residents have spoken. There is no reg, seperate ordinance, special proclomation from the king that states you have to be a resident. Past practice dictates this as an acceptable practice many times over because nothing is listed that you have to be a resident. I was denied this right because I am no longer a full time resident. My question is how many of my civial rights were violated since I am looking to explore my options. Any and all help will be greatly appreciated.
