if board members do not urn in their votes

we had a meeting with execitive board to change our C&BL we voted we had two different

C&BLs revisions, One was incomplete so we threw that one out the second is well written but THREE of the BOD members never turned in a vote so how do we proceed ? ccan we proceed ? three of the members turned they"re votes in so does this mean the President then vote? can we prceed ? confused

If a member doesn't vote, this is called "abstaining". What matters is the relative number of "Yes" and "No" votes that were cast -- abstentions don't count. So figure if the revision was adopted based on the number of cast votes.

But perhaps you have some special meaning for "turn in" votes, or some special rules?

Under RONR, the President (or more precisely, the presiding officer) can vote right along with the other members when the assembly includes about a dozen or fewer members. However, your post suggests all this is not happening at a face-to-face meeting of the executive board, so you might need to clarify what your procedures actually are here (email voting? voting over several days? dropping off ballots at the meeting hall on the way to the donut shop?).

Ah, now we are closing in on a possible problem: do your bylaws authorize e-mail voting? Check those bylaws.

If not, then, per RONR, that vote and the related "decision" are null and void.

Next in-person meeting, bring up the revision and vote on it (again), after discussion and possible amendments. Follow your bylaw's rules for amending the bylaws.
