If a motion is tabled or postponed at one meeting and the author is not present at the next meeting because he is no longer a member of the group, does the group have to consider the motion?

Depending on the situation Objection to the Consideration of the Question might be in order. It would be very likely that the question could be postponed indefinitely.

Could you describe such a situation?

The only stretch of the imagination that would allow for such a situation would be if one considered the amendment of a previously adopted motion that had set a general order to be an incidental main motion to Postpone (#64 in the motions listed in the tinted pages), which would look something like the following:

"I move to set the following resolution as a general order." ADOPTED

"I move to Postpone the general order to the next meeting." ADOPTED

In this way an original main motion or resolution could be Postponed to a future meeting without ever having been pending. ;)
