When a member made the motion, he (the Chairman) turned the meeting over to the Vice Chairman who ran the meeting while the motion was voted on. I think they did everything correctly, but am not sure how to write it up in the minutes? Can he just turn it over, or were they supposed to vote to turn it over? The vice-chair should preside. There is no need to vote on his taking the chair. As for the minutes, there is no need to record the matter.
