Can directors appoint nominating committy?

Nominations from the floor must be called for (i.e. they certainly are permitted) unless such nominations are specifically prohibited in the bylaws. See RONR (11th ed.) p. 435 ll. 10-12, which says, in part, 'the chair must call for further nominations from the floor.'

Whether the directors can appoint a nominating committee depends on what your bylaws say (if anything) about a nominating committee, and how such a committee is to be established and populated.

Independent of what goes on with the nominating committee, re-read my first sentence with regard to nominations from the floor.
