In a Board of Directors, who has the authority to close a meeting, limiting participation to only voting members?

It's up to the assembly (in this case, the board) to decide whether to enter into executive session. But note that non-members may be excluded without going into executive session and select non-members may be invited to remain during a meeting held in executive session.

Further, in RONR-Land, all members are voting members. If your organization has "non-voting members" you'll have to figure out what they can and can't do (besides not vote).
