There is reference to "a majority in the negative" with regard to the vote on an Appeal of the chair's decision on a ruling or Point of Order. When the question on the Appeal is put, it is typically something like "Shall the decision of the chair stand?" When the aye and no votes are called for, a "majority in the negative" (more no then yes votes) is required to overturn the chair's decision. Does this sound applicable to your situation? I think David answered the question for me. I believe someone reduced that statement to a "Negative" Majority. It is also nice to know it is not referenced in RROR anywhere else.
