RONR doesn't cover this sort of difficulty, other than quite indirectly.

The "indirectly" business depends on the bylaws -- if the board has some kind of "exclusive" control over all the business of the league you could argue that it is the board's problem to put up with the investigation (and the possible indictments!). But if the membership shares responsibility, or has the ultimate authority, then they had better well be informed.

But, as noted, RONR doesn't say explicitly.
