Election Location

Our election is held by ballot mailed 30 days prior to the election, in accordance with our bylaws. Our bylaws allow for members to vote during the GM meeting, if they have not previously voted by mail. The board has voted to hold the election/GM meeting at the location of a nominee's business. Note: this is a heated/contested race. Does Robert Rules discuss election/meeting location as held in a neutral location. What can be done to prevent this election from being held at a nominee's place of business?

No, RONR does not address location neutrality.

At the meeting, a member may move to Adjourn to a different time and place. This is a main motion and must be made while no other question is pending. However, the privileged motions Fix the Time to Which to Adjourn and Adjourn can be used for the same purpose when another matter is on the floor. These tactics must be deployed before election voting begins.

Where did the board get the power to change the location of a meeting of the Membership? It sounds like they have overstepped their bounds. Do the bylaws let them do this sort of thing?

RONR also (p. 423 ) inveighs strongly against the system of allowing mail ballots AND in-meeting ballots for the same election.

Suppose there is a floor nomination at the meeting? What do you do with the mail voters' ballots who (obviously) had no idea someone else might be nominated?

I'd urge you to amend your bylaws to eliminate that feature. Might solve all sorts of problems.
