There isn't even a "one nominee" rule.Meetings can be held wherever the assembly (the members) want to hold them (while considering any locations already determined by the bylaws or other adopted rules . . . but even those are subject to change, as long as it's done properly). If someone just gets some members together and says, "Let's have a meeting", then no.The meeting at which officers are elected is usually specified in the bylaws, and if so, that's when it has to happen.
