Board Meeting

Only members of the body which is meeting have a right to attend meetings (RONR p. 3, p. 644 ll. 22-28). However, the Board can allow nonmembers to attend, or the General Membership can order that the Board allow those in the General Membership to attend, or the bylaws (or applicable rules or law) can grant certain classes of people (or everyone) the right to attend Board meetings.

Are board meeting open to all in the membership?

Only if the board chooses to open it (or the bylaws or some other superior rule or law) requires it. RONR doesn't. Per RONR, only members of the body that is meeting have any parliamentary rights (including the right to attend).
