Guest Kristok Posted November 4, 2012 at 11:40 PM Report Share Posted November 4, 2012 at 11:40 PM If a member makes a motion to censure the Chair, and the Vice Chair has immediately prior to the motion resigned, who would the member address?Would the appointment of a VP pro tem until the next election be in order first, and then the member with the motion to censure address the VP pro tem? rthib Posted November 4, 2012 at 11:57 PM Report Share Posted November 4, 2012 at 11:57 PM A motion to Censure is a main motion. You are recognized by the chair and make the motion. It is seconded, debated and voted. No need for a vice chair.

At that point, the assembly needs to select a chair pro tem to preside over the motion; hopefully this can be done by unanimous consent, but if not, an election will be necessary. Bruce Lages Posted November 17, 2012 at 04:29 AM Report Share Posted November 17, 2012 at 04:29 AM See RONR, 11th ed. p.451, ll.29-35. Although it says 'should' rather than 'must', I wouldn't be inclined to take that to mean it's equally acceptable to remain as chair.

This is one of those instances where a "should" statement gives a rule, not motherly advice.captcha 2.
