I was taught a principle that a member or minority may not use parliamentary "tricks" to block the will of the majority. For example, two members might repeatedly make unviable motions to amend a motion they are trying to block. In effect, one may not use pedantic adherence to process as a way to thwart the will of the majority. However, I cannot find this principle codified in RONR. Does it exist and if so, where do I find support for it?
