Abstention vote

I read a news article the other day regarding my local municipal council with a 9 member body and one member resigned for higher office which now makes a body of 8 members.

A resolution was voted on with 4 - yes votes, 3 - no votes and 1 abstention. The local mayor has the authority to step in to cast the deciding vote when there is a tie. In this situation is the abstention considered as a no vote? Or should the resolution failed for adoption?

If a majority vote was required, the resolution was adopted, 4-3.
