Candidate elected to two positions

At a recent election cast by paper ballets, a candidate won election for President as a write-in and also won election running un-opposed for Vice President for which he was already on the ballet. Several questions need to be addressed, all dependent on which position the candidate accepts. Under Roberts Rules, the candidate can choose the position to which he wants to serve; President or Vice President.

If he chooses the President position, when should the election for Vice President be held? Since there were no other candidates on the ballet for Vice President, should two (2) special meetings be held to provide for first the nomination and then the election of the Vice President position?

If he chooses the Vice President position and declines the President position, does the President position default to the next highest vote getter or should two (2) special meetings also be held to provide for the nomination and election of the President position?

Ideally, he should have made that choice at the meeting where he was elected to both offices. If he wasn't present, the assembly would make the choice for him. See p.440.

Regardless of which office he chooses (or is chosen for him), you'll need to complete the election for the other office (as soon as possible) as it never defaults to the second place finisher. There's no need for notice or re-opening nominations since it's not a new election, just the completion of an incomplete election, but notice is probably a good idea and re-opening nominations is a possibility.

Note that while no notice is required for completing the election, notice is required for any special meetings (if you don't want to wait until the next regular meeting). But one meeting is sufficient.

Unless the By-laws specify that the organizatio must have one meeting for nominations and a second meeting for elections, then both could occur at the same meeting. The member in question, acting as either President or as Vice President depending on the position he accepts, would call the meeting to order, open the floor to nominations, and then proceed with the election.

Also, unless the By-laws restrict a member to holding one office at a time, it is permissible for a member to hold more than one position, although for obvious practical issues this situation (i.e. one person being both President and Vice President at the same time) is less than ideal.
