Is it prohibited for those board members who were present during an executive session to discuss information raised in the executive session with other board members who were present during the executive session? In other words, after the executive session is it prohibited for those board members present during the executive session to call other board members who were present to discuss the issues raised in the executive session?

No to both questions... and for that matter, it is not prohibited for board members to discuss the information with board members who were not present. The purpose of executive session is to prevent the information from being disclosed to non-members.

The key is to preserve the secrecy of an executive session. This allows for many situations where a member can discuss issues with members and nonmembers.

If a board considered, in executive session, the building of a new soccer field, this does not mean that a board member cannot discuss with a nonmember the benefits of building soccer fields. In my crazy opinion, it was do less to preserve the secrecy if the board member were to say, "Due to what was considered in executive session, I cannot discuss building new soccer fields."
