Can the president override the bylaws

Nothing in RONR gives him, or anyone else, that authority. In general, bylaws cannot be overridden or suspended. Specifically, if the bylaw in question allows for its suspension, or is in the nature of a rule of order, it's possible that it could be suspended temporarily, but it usually requires a high voting threshold of the assembly. Now, if your bylaws give the president this authority, which would be a very unwise thing, then perhaps. If the president thinks he can do this, ask him to prove it by showing you what rule gives him that authority.
