May the Nomination committee be composed of officers that have fulfilled their current term and cannot be elected to their current officers seat? For example, can the soon to be past president serve on the nomination committee?

The president should not appoint or be a member of the nominating committee.

See RONR (11th ed.) p. 433, ll. 15-16.

The soon to be past president is also knowns as the president, who should have nothing to do with the nominating committee. As far as other offices and officers and soon-to-be-ex officers are concerned, RONR is silent.
