They are not members of the Board of Directors and have a right as a substitues to be present but can they speak, debate and and vote at Board Meetings? To allow a nonmember to speak in debate requires a two-thirds vote to suspend the rules. The rules CANNOT be suspended to allow a nonmember to vote. Any right granted to these "substitutes" would have to come from the rules of your organization, which should be consulted for the details. Should guest speakers be announced prior to the meeting as part of the agenda? If no agenda has been announced can a meeting take place and should a nonmember be permitted to attend? Should guest speakers be announced prior to the meeting as part of the agenda? If no agenda has been announced can a meeting take place and should a nonmember be permitted to attend?An agenda is not required, and even if an assembly wishes to use an agenda, it does not have one until one is adopted inside the session to which it will apply.
