Non Members/Substitues attending Board Meetings?

Do nonmembers or substitues have a right to attend or speak at meetings?
They are not members of the Board of Directors and have a right as a substitues to be present but can
they speak, debate and and vote at Board Meetings?

Nonmembers have no rights, but they may be permitted to attend and to speak. To allow a nonmember to speak in debate requires a two-thirds vote to suspend the rules. The rules CANNOT be suspended to allow a nonmember to vote.

Any right granted to these "substitutes" would have to come from the rules of your organization, which should be consulted for the details.

Should nonmembers or guest speakers be permitted to remain at a meeting once they have finnished? Should guest speakers be announced prior to the meeting as part of the agenda? If no agenda has been announced can a meeting take place and should a nonmember be permitted to attend?

This is up to the assembly, regardless of whether or not the guests are from Finland.

An agenda is not required, and even if an assembly wishes to use an agenda, it does not have one until one is adopted inside the session to which it will apply. So, yes you can have a meeting without announcing an agenda, unless your rules specifically say otherwise.
