We know that a president / chair may serve as ex-officio on all committees with the exception of the Nominating Committee.

May he or she, however, offer (in writing) suggestions of the names of people whom the committee might consider as candidates to become a board member?

Sure, but perhaps she shouldn't.

Just as she could serve on the nominating committee. But shouldn't.

If you're asking if some rule in RONR prohibits the president from offering suggestions to the nominating committee (other than when he is presiding), the answer is that no such rule exists.
