Does the chair have voting rights

Does the chair have voting rights like any other member of a committee or board? I've read in RONR pages 404 something along those lines....thanks for the help :mellow:

If he's a member, he does. But, while presiding, he only exercises that right when his vote would affect the outcome or when taken by ballot . . . or when in a small board or in a committee.

what is considered a small board or committee? Our policy council is comprised of 36 members and the Executive committee for that council is 12.
