Can they suspend the rule to reopen nominations in February? It's up to the society to interpret its own Bylaws. See RONR, 11th ed., pgs. 588-591 for some Principles of Interpretation. Rules in the Bylaws may be suspended if they are in the nature of a rule of order (which a rule regarding nominations generally would be) or if the Bylaws provide for the rule's suspension.In any event, write-in votes are in order unless the Bylaws provide otherwise. Can they suspend the rule to reopen nominations in February?It would depend on the exact language, and what it clearly said or implied about nominations in February, which your society must interpret.If not prohibited, a motion to re-open nominations would require only a majority vote. If prohibited by a custom rule of yours, that would seem to me to be in the nature of a rule of order, and therefore subject to suspension by a 2/3 vote.
