Tie vote resolution

A homeowners assn. has 10 votes. All matters dealing with collecting or spending community funds must be voted on by the full membership. Electronic voting is the standard as some property owners are not full time residents. In the case of a tie vote, may the tie be broken by allowing the President of the Board a second vote? If the tie may not be broken can any action go forward (be taken)?

No. One person--one vote. And a majority vote is required for a motion to be adopted, so it can't "move forward". A majority is achieved when there are more Yes votes than No votes. Anything less than that defeats the motion.

So a tie vote is just one of many ways that a motion can fail to achieve a majority. There is nothing special about it, and nothing that requires "breaking". It just fails to pass, the same as if it were defeated unanimously.
