Not allowing discussion

Two weeks ago a vote was held to spend a large amount of money and passed 12-9. Then the Chair asked for everyone's names to make sure they were voting members, the vote then failed 13-12.

A special meeting is being held tonight because the money must be spent by Feb 22 and members are being told that they are not allowed to bring up this issue again. Can the chair tell us what we are allowed to discuss at a meeting like this?

So, was there a second vote taken then, for which 4 more people present voted? Do you have non-voting members?

A special meeting is being held tonight because the money must be spent by Feb 22 and members are being told that they are not allowed to bring up this issue again. Can the chair tell us what we are allowed to discuss at a meeting like this?

Do your bylaws allow for calling Special Meetings? Is there a notice requirement to hold one, and was it adhered to?

Who told the members they aren't allowed to bring up the issue again? What parliamentary rule supports this?

Just seems like there's a whole lot of details that we aren't getting here.

So no one makes sure that only those eligible to vote are voting and the first time the vote is 12 "yes" and 9 "no". Then (perhaps because he didn't like the outcome?), the chair decides it's a good time to make sure all the voters were eligible. But he apparently does more than that because the second time around the "yes" vote is still 12 but the "no" vote has magically increased from 9 to 13.

Perhaps the chair is consulting Lewis Carroll instead of Henry Robert?
