The Chair (presumably that is the President, as that's the President's duty: to "preside") should call for nominations from the floor.

The chair should chair the meeting. The only time he would be expected to relinquish the chair would be if he intended to participate in debate (i.e., to campaign for the office).

Agreed... and if so, the chair should be passed to the Vice President, not to the chair of the nominating committee.
