Can a candidate for the Board of Directors transfer the votes he receives to another candidate?

No. After all, their not really "his" votes, are they. If I vote for John Doe, that's my vote that I cast. It's not John Doe's to give away.

Can a candidate for the Board of Directors transfer the votes he receives to another candidate?

Of course not.

But if a second or subsequent ballot is necessary, a candidate may withdraw "in favor" of another candidate, which means he encourages his supporters to vote for someone else on the next round. And they are free to ignore his advice.
