Does the motion fail?A 2-1 vote is certainly a majority since there are more Yes than No votes, and it also passes the criterion for a 2/3 vote; in fact, it is exactly two thirds. Abstentions are not votes, and should neither be called for nor counted. Presumably, a quorum was present.So unless you have special rules about voting, that's the story.
