Perfecting Amendments to Bylaws

Newbie question: Do Amendments to Bylaws get perfected like other motions once submitted to the body? I've been told that since they are circulated in advance(i.e. the notice for "previous notice") they are just voted up or down since that it what people received in the notice. Is this correct? I can't find anything in RONR to support that.

Proposed bylaw amendments can be amended, subject to certain restrictions. See RONR (11th ed.), p. 594 "Amending a Proposed Amendment to the Bylaws"
