There is a huge difference in these words. In other words is the meeting " out of order" if no agenda is presented at the begining of the meeting? If this person or organization is allowed to make their presentation can the council vote on this? This happened at a council meeting and the council voted to give the organization a very large sum of money stating that the organization had been at previous meetings and the council knew the request was coming.
